“Current lifestyles and consumption patterns of the affluent middle class — involving high meat intake, use of fossil fuels, appliances, home and work air conditioning, and suburban housing — are not sustainable…”

4. “Public Policy. Whether the change supports public policies, such as the need for work force housing, economic development, improved mobility, or sustainable development patterns that are consistent with the comprehensive plan.”
